Most of the system testing in the cycles 1 and 2 was conducted by Exdwarf, BSK employees online. The key internal stakeholders welcomed added value of FLOOD-serv project in direct involvement of citizens in addressing flood hazards.Īdditionally, Exdwarf conducted independent testing of EMC Exdwarf conducted drone field testing by taking pictures of key flooding areas in Bratislava region, that were then tested with TMS. The Portal, Wiki, the SMC, the EMC, the CDF and TMS have been tested by both key internal stakeholders (city district of Devín and Rača), BSK employees as well as wider local community which should be benefiting from project results. The education to the use of ITC tools, in order to active citizen participation in the environmental risks prevention, was the framework that the working group held throughout the project. Furthermore, the Municipality of Genoa considers it a priority to identify as many tools as possible to involve most of the targets. The portal, the SMC, the CDF, the APP and the Semantic Wiki have been tested within a wider local management that already has its own devices, but that is constantly looking for improvement methodologies. The Genoa team has tested the project’s tools to support a policy of awareness and education on the risks, effects and impacts of floods. Therefore, the Genoa Pilot focused only on “Peacetime” and not on emergency procedures, testing the portal, the Social Media Component (SMC), the Semantic Wiki (SW), the Citizen Direct Feedback (CDF) and the mobile application (APP). The aim of Genoa Pilot was to experiment with new forms of interactive communication to and from citizens in order to improve their involvement in territorial planning with the aim of minimizing the risk of flooding. After this step, the team organized the testing events, choosing the suitable location, depending on the testers: for the employees at IP Tulcea headquarters, for the stakeholders at the public administrations’ headquarters and for the citizen, at different locations (DDNI headquarters, high schools). At the end of the piloting activities, the 3rd cycle of piloting implicated even more testers, completing the activities over 200 citizens, stakeholders and employees.įor each piloting cycle, the teams from DDNI and IP Tulcea prepared the sessions by contacting individually each employee, stakeholder and citizen and sending the invitations to their institutions. The second cycle was a lot more complex, since for the testing were implicated also the stakeholders. The first cycle of piloting was conducted mainly internally, as a first step in the testing of the components. This approach was established after the training sessions, considering the state of the art for each component and for the platform as a hole. The methodology for each testing session was to let all the stakeholders work and discover each component as it is. The main stakeholders that tested the platform were the actors from the exact flood event: mayors, main responsible of the flood event from the municipality and representatives of the main intervention’s groups: volunteers, medical team, military, etc. The testing sessions were organized at the administration’s headquarters. The 3rd cycle of piloting was conducted internally and also externally. The approach started with the internal testing, during cycle 1 of the piloting and continued with the external testing in the 2nd cycle of piloting. IP Tulcea together with the Danube Delta National Institute for Research and Development- DDNI Tulcea, implemented, during the project, the piloting activities for Flood-Serv Platform, using 2 main approaches: internal and external testing. Many of the citizens who attended the training sessions are employees of Municipality, however, since they work in areas that are not related to flood risk management, so their role was identified as a citizen rather than a county employee. In the third cycle of tests, the main objective was the dissemination and involvement of the citizens in the project, being the third test cycle promoted through the placement of posters and flyers. In the second training cycle, the tests were carried out by the internal team members and by stakeholders who collaborate with the Municipal Service in flood risk management, namely firefighters and security forces. In the first phase the team member´s training was provided by the technical teams several videoconferences were carried out and technical guides were provided on the different components that integrate the FLOOD-serv system. The Municipal Civil Protection Service of Vila Nova de Famalicão was responsible for the implementation of pilot tests in Portugal, during this task the FLOOD-serv system was tested and verified.
